Brom the wise: WE dont need the rights, silly... i think. Do you think Krome and Eurocom spent 8 Mil on spyro, NO! they didn't buy him, they just borrowed him off the publishers.

Sierra owns Krome studios. Its like a sub company.
And yes, you do need to license a character off the copyright/trademark owners if you want to make money off the content to create with the character.
