In Shadow Legacy, Hunter's father was the King of Avalar.

Man I can't wait to play LoS trilogy.  It embaresses me a bit not being able to include the LoS universe in my spyro topicography. yes i just made that up!

EDIT: OH! Shadow Legacy! oh well, haven't played that either...      ...stupid DS.

Elora certainly has the qualities of a great leader, and one could argue that she acted a pseudo-president of Avalar when Ripto invaded it and wreaked havoc, anyway.

Elora would be a fine choice. Hunter leaves Avalar for the dragon realms in Spyro 3 so he would be absent from Avalar for a loooong time.
