Skylander's voice actor
It's 99% official that Tom Bromhead has been hired do to voices on what was then called, "Spyro's Kingdom." His name is still appearing as credits to the game.

It is unsure if he will be voicing Spyro. IMO, he will, and he will probably voice several other characters in the game. Bromhead is a talented voice actor that can do several voices. Samples of his work are here: (the animation voice over are good and diverse)
His impersonations aren't great. But I don't want Spyro to sound like Robin Williams anyways.
I hope this can close the argument that Spyro will be an unintelligible monster that can't talk. Skylanders Spyro will be a colorful character with his own personality.

And my personal favorite, he plays the voice of a paraplegic dog on a toddlers TV show, LOL:
