It depends on how you wanna attack them. Spyro can dish out some nasty ground based melees. Whereas Cynder is better at air combos. You can swap between the two combinations of attack with both.
In terms of elements, Cynder's Shadow and Wind are better for attacking a crowd, so a crowd of Grublins is the best target for this. But Spyro has Fire that can spread (when upgraded) and his Ice Whirlwind, so they both have an advantage here.
Hmm... I'll have to think before voting. :-P
