They make her look more attractive as a dragon. Same for the braces.
It's a personification of how female humans put make-up on and wear jewelry.

Well jewelry is almost the same now for both sexes. I don't consider wearing a ring as being feminine. Especially since it has yet to define where the ring is actually being worn
