Yeah, but he was alive in the secret ending of Spyro 2: Ripto's Rage, being used as a toy by one of Spyro's adult dragon friends.

Then in the secret ending of Year of the Dragon, he and Gnasty Gnorc were seen discussing the "spyro problem".

Here's my random top of my head explanation:

He "didn't" come back to life.

Ripto's scepter that he seems to be able to recreate with the right resources, not only allows him to use magic for evil, but it also allows him to travel through portals in time and space.

Spyro's encounter with Ripto in Spyro 2 was Spyro's first time seeing him, but in fact Ripto had already seen and been defeated by Spyro three other times without dying, which would explain why he hates dragons so much. Ripto must have been defeated by Spyro in the EtD storyline, the SoF storyline, and the AotR storyline before appearing in Avalar before the Professor exracted Spyro out of the portal "detour" where Ripto's storyline eventually comes to an end.

And because Spyro says "What do you want this time, Ripto?" in EtD, it can be assumed that EtD wasn't the first encounter either.

So yeah, that's my best 2 cents at it.

And as for those epilogues... They aren't really a good measure of the Spyro cannon anyways...

Not according to my theory. Spyro wittnesses everything in the normal timeline, while Ripto does much mischief in the future before returning to the past (Spyro 2) where Spyro "ends" his tyranny.
