well technically he can, just with hacking.
if he could have gotten in through normal means... maybe that would have added something to the story. Spyro getting to meet those extra characters. plus they would have had to give him abilities to get through some of the harder areas (those caves in Sheila's level for example)... that could have been cool.
maybe they could have used those jumping powerups (from Colossus and Breeze Harbor) again.
