LOS trilogy had limited budget

During a dev commentary of Ratchet and Clank with Tealgamemaster (major Cynder/Skylanders fan), Designer Mike Stout reveals that The Legend of Spyro trilogy only had a tight budget of about $1 million per game.

Plus all those celebrity voice actors may have cost them a whole bunch of their budget too.

How on Earth did they afford all those celebrities with such a small budget and why did they choose to use it on that of all things in the first place? Certainly explains why some aspects of the game were a bit... lacking.
